The flights raise many questions about where dictators and their governments are going. Please feel free to reach out with context that could further unravel these journeys.

**Here are some flights that have piqued our interest:**   
  
✈️ A plane registered to the Government of Turkmenistan has been in London. The plane [flew](https://web.archive.org/web/20241205094644/https://data.dictatoralert.org/flight/2655711/) from London, after spending a day in the city, and [stopped](https://web.archive.org/web/20250716021725/https://data.dictatoralert.org/flight/2655718/) in Iceland on September 26.

**Context:** Russia is currently “love-bombing” Turkmenistan, showering the President with birthday wishes, according to [reports.](https://eurasianet.org/turkmenistan-what-serdar-does-in-the-shadows?ref=whalehunting.projectbrazen.com) Meanwhile, Turkmenistan — one of the most repressed countries in the world — has been “flirtatious” on the diplomatic front, attending a summit in New York earlier this month.

✈️ The government of Gabon has been flying around. A plane [flew](https://web.archive.org/web/20241013041953/https://data.dictatoralert.org/flight/2655659/) into JFK on September 24\. It had previously [flown](https://data.dictatoralert.org/flight/2655437/?ref=whalehunting.projectbrazen.com) from Gabon, via Fortaleza in Brazil, to Cuba on September 14.

The Gabonese plane was a Gulfstream Aerospace GIV SP. 

  
**Context:** The Prime Minister of Gabon was at the G77 Summit in Cuba on September 15, according to this [Facebook post.](https://m.facebook.com/story.php?story%5Ffbid=pfbid0dynAmjtUBaQBx9dHh5AF7JMY678nBkJx633ec1VX45jPyAhbCnYq44H1UoUjXLTyl&id=100044365812251&mibextid=qC1gEa&ref=whalehunting.projectbrazen.com) On September 26, U.S. [suspended](https://www.npr.org/2023/09/27/1201948184/us-suspends-aid-to-gabon-after-military-takeover?ref=whalehunting.projectbrazen.com#:~:text=U.S.%20suspends%20aid%20to%20Gabon%20after%20military%20takeover%20Secretary%20of,of%20the%20country's%20former%20leader.) aid to Gabon after a military takeover in the country last month. The military only [opened](https://crisis24.garda.com/alerts/2023/09/gabon-military-reopens-borders-sept-2-following-coup-update-4?ref=whalehunting.projectbrazen.com) the country’s borders on September 2, following the coup.   
  
✈️ The Qataris have been flying around Asia. Between September 22-24, [planes](https://data.dictatoralert.org/flight/2655677/?ref=whalehunting.projectbrazen.com) departed from South Korea and Hong Kong. The following day, the flight from South Korea had [flew](https://data.dictatoralert.org/flight/2655657/?ref=whalehunting.projectbrazen.com) via Malaysia.   
  
**Context:** The Qatari Minister of State for Interior Affairs [met](https://web.archive.org/web/20241205151447/https://www.zawya.com/en/world/middle-east/minister-of-state-qatar-malaysian-minister-discuss-security-cooperation-erbffi7p) the Minister of Home Affairs in Malaysia on September 18 to discuss cooperation “between the two countries in security fields.”
